Similarly the Government used to prosecute the department stores for obstructing top-floor verandahs over Crown land, though such verandahs are living quarters in every tenement and are used by Landiords for rent-profiteering. Similarly, also, the Sanitary authorities are quick to detect "motes" in European premises, but cannot see the "beams" in the filthy places next door. Exactions by policemen from hawkers, assaults by policemen, heavy punishments for minor offenders, leniency to kidnappers - these and other contrasts add to a picture of law, order and justice which can only be described as grotesque.
